Under her husband's plan, the government would pay 75 percent of all medical costs above $50,000 per incident, she said. The Kerry plan also would provide tax subsidies to business owners to provide health insurance for their employees, she said. In addition, her husband plans to provide every student in America with four years of college tuition in exchange for two years of community service, and to provide parents with a $4,000 tax credit for college tuition they pay, Heinz Kerry said.
