Gersh- Kerry, having fled Nam like a coward with questionable medals would have no problem The Navy would find him a liability, not an asset. It did depend on the MOS and time left to serve. I knew some guys that ended a tour in Nam with less than 3 months to go that went 2 months early, in the '70s. No one I knew got an EO in the '60s but there may have been others beside Kerry

A friend who was in the Guard at the time says that those who went over there did not view the guard very favorably.

When Bush left, his unit was transitioning from the 50/s vintage F-101 to a more modern one (F-105?). Why would his CO allow Bush to train when he was not going to re-up? When he joined there was a shortage of qualified applicants. When he was released, there was a glut of pilots.
