I agree. I'm not talking about 'blame'. The market began a secular decline in 2000, way before 9/11.

I'm talking about the way some people buy OTM puts on the indexes and then greedily wish there were an attack so they can make money.

Elroy it's all pretty simple: Denial + Blame = Greed.
Denial that he F'd up, so Blame someone else.
There are thousands of people around the country just like him.
This type of action - reaction is normal.
