Sort of, but its the President that tells Franks what do and then later asks if he is confidenct of doing successfully what he has been ordered to do. Franks job was to win the war, it was the president's job, which he failed to do, was to plan for the aftermath of the war. You had Tenet and Rumsfeld and Saudi Arabia's Bandar telling Bush that the Iraqis would welcome the American's after Saddam was deposed. But guys like Powell and Armitage believed otherwise... and it was those guys with contrary views to Rumsfeld et al, that were kept out of the "going to war" loop.
