I do disagree with it. Not all "countrymen" are going to understand it. Most don't have the gumption. Many understand it but then become weak over time. This is not an appropriate test.

Good point. One role of government is to enforce the things that are good for the society, but no individual wants to do himself (like pay taxes!).

However, I think US citizens should be able to "understand" why their government is doing what it does. You evidently think there some actions where US citizens as a group are incapable of understanding the action, but the action is still good for the society so therefore should be undertaken. I can't think of an action that fits that characteristic offhand.
