Bush really doesn't pull the reins on his top officials very hard. You'll recall that Cheney was allowed to work at cross-purposes to Powell during the run-up to the war. Rumsfeld was also allowed to do the same--I'm thinking of his taunts to Europe, for which he was not brought to heel.

An election is different, however, and it surprises me that Rumsfeld is opening his famously impolitic mouth at this time. He was purposefully invisible during the Convention, as were Wolfowitz, et al. Perhaps Rumsfeld misses the limelight.

>>Or he's just shooting his mouth off at the wrong time and place<<

I don't want to believe that...but maybe I should. He appears to backtrack today.

>>Asked to describe the connection between the Iraqi leader and the al-Qaida terror network at an appearance Monday at the Council on Foreign Relations, the Pentagon chief first refused to answer, then said: ``To my knowledge, I have not seen any strong, hard evidence that links the two.''

Several hours after his appearance, Rumsfeld issued a statement from the Pentagon saying his comment ``regrettably was misunderstood'' by some. He said he has said since September 2002 that there were ties between Osama bin Laden's terror group and Iraq.<<
