Hispanics and other Koreans. Some of these Hispanics are pretty fluent in Korean, amazingly enough.

It depends on the employer. Some hire exclusively Koreans; others mix their labor force. A Korean painter worked for me when I was in LA. After 5 years, only once did I see a non Korean working for him.
