It was a poor analogy.

France and Germany have had distinct cultures for thousands of years when they were known as the Gauls and the Vandals. This is not so with Iraq and Kuwait.

What do you think would have transpired if the U.S. had not begun Gulf War 1, but instead had gone ahead with the usual litany of sanctions and resolutions?
