So the war was OK, just needed to be planned better. Sometimes he seems to be saying that, sometimes he seems to be saying I wouldn't have done it at all - it wasn't worth doing. Two different things. not voting for the 87 billion He said he didn't vote for the 87B cause he wanted a tax increase. Either that or misgivings about the planning is a lousy reason to cut off funds when troops are in the field. Kerry assures I would do it better - easy to say & I see no reason to believe.
