no one "let them go from Tora Bora"..

It is true, both literally and figuratively.

The Bush administration let them go through incompetence and their unwillingness to use troops they had already allocated to invade Iraq.

The actual letting go was done by Warlords hired by the CIA who had already been paid by Bin Laden. They "volunteered" to guard the border but provided free passage to Al Qaeda instead.

In the fight for Tora Bora, corrupt local militias did not live up to promises to seal off the mountain redoubt, and some colluded in the escape of fleeing al Qaeda fighters. Franks did not perceive the setbacks soon enough, some officials said, because he ran the war from Tampa with no commander on the scene above the rank of lieutenant colonel.
