I'm not sure that rights apply to such circumstances, after the consequences do not allow for mistakes. The number of countries who have nuclear weapons keeps growing, and will continue to do so. The technology is just not that hard for modern people. Because of that the U.S. needs a better policy than it has. There must ultimately be checks and balances and that means that all countires will have to accept something less than absolute soverienty. Think of the test ban treaty as the magna carta of international states.
