I think it simply reflects the relative importance of the markets. Many Canadians would wither without American Basketball, Football, Baseball television... and also markets... The Canadian markets are more of a niche in the US scheme of things... but if you are a resource investor an important one.... eh!

I can trade .to, .un and .v stocks in all my US brokerage accounts. It is the receipts and the options that seem more restricted. The Canadian Finance Minister doesn't want too much foreign investment in Canada. Ha ha.
