It makes a lot of sense if you think there is any possibility of winning. If you let the enemy know that all they have to do is hang on for a half year than they probably will be able to do so.

Of course if you think that a loss is certain it probably doesn't matter, you would just want the war to end ASAP.

Kerry has said some time in the first 4 years of his administration. That's a long time to hand on.

I still haven't figured out who the enemy is. The Iraqi people, or just the Iraqi people that don't want us there?
