Sanctions work. If SH could have, he probably would have built a WMD program. Sanctions, with a strong international consensus, are as effective a policy as is war. Agree completely...furthermore, the threat of force with sanctions is a deadly combination. Before launching into this mess, bush had won. He had effectively closed the loop on Iraq, with the threat of force, inspectors in country and unprecedented access...that is until he snatched defeat from the jaws of victory and got the nation into a no win quagmire.
