U.S. is most likely trying to demonstrate concern for Palestinians, and thereby dampen the flood of propaganda from Europe & American liberals who contend US only cares about Israel. Foreign aid to build infrastructure is vastly different than Hussein holding up what must seem like a fortune to poverty stricken Palestinians in exchange for their childrens' lives. This is where Liberals stumble in their logic. They always try to paint the USA as just as evil as despots like Hussein & Arafat. They in effect turn on their own in order to support already proven jackels. That's exactly what John Kerry did when he met with the North Vietnamese government officials in Paris while his former comrades were dying at the hands of their Vietcong fighters. It's also the reason Kerry is unfit to be President. He finds the USA faulty, in need of conforming to international wishes. That's exactly what he plans to do if he ever has the chance. Thankfully, he won't have the chance.
