The issue was always primarily the potential for cooperation between Saddam and terrorists. True, concern with alleged stockpiles obscured that, but it remained true.

If you accept the report of the recent inspection team, Saddam was ready to restart production, and able to do so with his bio- chemical capacities within six months of a restart. He also was amassing a lot of money earmarked for such a restart through sanctions busting.

It is not per se a defense of the Administration to express no opinion.

You were slamming the effort against terrorism generally. I merely point out that we have been quite successful at thwarting another serious attack, after three years and provocation of Al- Qaida.

It seems to me that it is evident that Iraq has been a magnet to persons of a Jihadist mentality. Although the percentage among insurgent forces is relatively small, by most estimates, it does seem to have become a redoubt for some Al- Qaida forces, notably those associated with Zarakawi.

I use "spike" neutrally. What the future will bring, we shall see.

I deplore such tactics as car bombs. That should go without saying. But the terrorists, rather than seeming formidable, seem incapable of inflicting large scale damage. Part of the outrage is the tactical futility of their efforts: nothing they have done is likely to be effective, and therefore they are killing people for little or no reason. I am not motivated to laugh with delight, but with scorn.
