Ann, thanks for bringing this up. The list of people SH wanted to bribe, however, is in the hundreds, and not just limited to France. It also includes US individuals and companies whose names were deleted because of US privacy laws. Also, under UN law, Iraq could assign vouchers to whoever it wanted. The illegality comes in when Iraq gets something besides food in exchange (money, weapons, technology, and possibly influence). But proving that preferential vouchers for France were designed to make them chummy will be hard, since what was exchanged is intangible (but just as corrupt).

Most concerning is the use of the oil-food program to buy weapons from Syria and North Korea.

I bet when the Volcker report comes out heads will roll in a lot of countries (France included), and at the UN.
