No, not enough bidders was the problem. This is how Govt Contracting works. The Govt places a solicitation in the Commerce Business Daily and awards based on BIDDERS or Proposals. The National Institutes for Health place the Solicitation or maybe Health and Human Services. The bidders or proposers like Chiron, say in their bid or proposal that they can supply the contracted amount of vaccine. If Chiron can't meet their end of the contract, thats Chiron's fault and the Govt terminates contracts for defaults like that. I'm tired of explaining basic info to you that you have learned in school.
