Yes. (We're going to have to give all those loophole-beneficiaries some incentive to go along with eliminating their pet loopholes.)

I, personally, would be happy to maintain some very modest amount of graduation in tax rates... but I fear that the more 'progressivity' we maintain in the rates, the fewer loopholes we will ever be politically able to eliminate --- and the special interest loopholes are the largest problem.

Also, a one rate plan has a great deal of intuitive appeal, and should be able to attract more support.
