I consider Saddam to have been an inherent threat. He was trying to get rid of sanctions and reconstitute his WMD capabilities, and remained interested in restarting work on nukes. He was the easiest thing to take care of, rather than waiting for him to become stronger and inflict more casualties, meanwhile changing the strategic balance in the region and providing an object lesson to those who might doubt our willingness to resort to force if necessary.

NATO, including France and Germany, is fully participating with troops in Afghanistan. The degree of rupture has been exaggerated.
