Efficiency is another term for "get out of the way". For example, I wonder why the gardeners in DC are federal workers on the government payroll. You can probably halve that expenditure by letting private companies bid for that contract.

At some point, legislation or government direction becomes a form of coercion, and coercion equals inefficiency, which is what Friedman was alluding to.
