Liar. Kerry was the first one to insist on better body armor. This phony charge by Bush is one of the most u ethical of the campaign season, designed by the guilty pasrty to try and blame the cop busting him for it. Bush sent 150,000 of our troops into battle without the right body armor.

The 87 billion vote had no affect whatsoever on equipping the troops at the time. There was enough money in the pipeline to last for 3 months. Kerry simply wanted to negotiate a better deal for the American people.

President Bush, Cheney and Miller faulted Kerry for voting against body armor for troops in Iraq. But much of the funding for body armor was added to the bill by House Democrats, not the administration, and Kerry's vote against the entire bill was rooted in a dispute with the administration over how to pay for $20 billion earmarked for reconstruction of Iraq.
