Well... I recall he did shoot at aircraft patrolling the "no fly" zones from time to time. I also heard he had on the table a huge reward for any AA crew that shot down an American aircraft and brought him a live pilot...

Saddam had neither attacked nor threatened us since after the Gulf War.
