Remember the bubble in the late 90's? Not so hard to get a surplus. Money moving...taxes paid.

Now we have a Real Estate run up...BUT CLintons 1996 tax break took away the Governments chance at getting much, if any, revenue off it.

$500k tax free John, every 2 years. Government "zero".
