Chad/France didn't have to accept any refugees to begin with. Is it in the interest of Chad/France to have refugee camps? Any of the countries surrounding the Sudan could have done what the US did for the Haitian refugees.

Yes, the French role is small; the Libyan role is small; the African Unions role is small; each one of the countries that has refugee camps, their role is small. Everyone's role is "small" wrt to the crisis.

The proposed sanctions are only meaningful if they are not exercised. There are several countries other than France that object to the sanctions. Britain is reported to be quietly [limitied to diplomatic channels] opposed to sanctions.
