The U.S. could have bought oil from Saddam,
and even if they couldn't it's a commodity .. if Saddam sold it to anyone it would have entered the world market.

The difference is that after the first Bush war Saddam wasn't going to give any contracts to Halliburton. It's not a question of whether there would be gasoline at the American stations, it's a question of whether that oil would pass through Cheney as a middleman so he could take a cut. Saddam also was pricing his oil in Euros and not in Dollars.
