They accomplished nothing.
The weapons were destroyed long before Clinton's actions.

The tactic of international "shunning" has not worked well. Some will say that the USSR was ruined by that tactic, but I think instead the USSR made a strategic mistake of allowing it's major industries to become monopolies (almost inevitable in a planned economy) and they avoided modernization for too long.
