I would lay the blame for corruption in the Food for Oil program at the feet of the UN. As usual that organization failed to act with integrity. The recent report states that many members of the UN participated in the corruption. Saddam Hussein was buying the cooperation of France/Germany/Russia by sharing the largesse which was supposed to go to the Iraqi people. These are the countries that Kerry says should "approve" before he as Pres would take action in the best interest of the American people.
