Kerry came on agressive at first until Bush put it right back on him. Kerry was rather disrespectful...trying to haunt the President. Kerry looked unnerved and sweaty compared to the first debate. Bush did clearly better because of the town hall format.

The real kicker for me was Tort reform. Kerry just tried to slip it under the rug. Bush pushed it fairly well.

Even if it was a tie...Bush clearly won because, like you said, he did so much better tan the last time. Kerry is much the better linguist and debater that Bush doing so well was exaggerated. Reminded me of the first Bush-Gore debate.
