In the 7.5 months leading up to 911, the Bush administration developed a plan to roll up Al Qaida and destroy it, not simply respond sporadically to attacks as had been done through the '90's. Do you know of any Iraq invasion plans from before 9/11/01? I think there is reason for doubt that absent 911, the Bush administration would have made the tough decision to go into Iraq.


Bush did not take pre-emptive action on al Q'aida;

If he had done so prior to 911 his critics would now be saying Bush brought 911 down on us by taking pre-emptive action against Al Qaida. This isn't an argument that he shouldn't have taken such action, but simply a realistic reflection on the nature of the criticism of Bush on FP issues.
