Well hindsight now doesn't change the threat perception when SH could not account for stockpiles of sarin VX and Mustard in Dec 2003. Without a time machine, you can't blame somebody for failing to use hindsight. We still don't know where the missing VX Sarin and Mustard is. The threat is still out there because we don't know where it is.
