If the UN resolutions hadn't been toothless, we would have known THEN, not NOW that Iraq's weapons programs had been shut down (actually not "shut down", but merely put on "ice" until the heat was off. Saddam planned to re-institute them after his oil-for-food payoff of the French and others had paid off).

The UN resolutions were not enforced by the UN, Saddam's compliance was not verified, and Saddam himself gave signals to the world that he still had WMD's. The CIA believed him.

It's utterly amazing how you excuse Saddam, his bribery, and the bribe takers, and blame Bush. Incredible.
