Doesn't appear that the sanctions had to be strengthened since they were obviously working but oil was still getting out for sinister means and bear in mind we were buying more than 50% of it right up until the beginning of Bush's invasion. The inspectors did a great job and could have continued their work. No fly zones were also effective. I don't think an invasion was warranted, period... Had Kerry been Pres and opted for it, I also think it would have been handled a helluva lot better.
