Well here's how one industry name defines it and it includes generation. Of course the real point I was making before we went off on this tangent, is that plenty of copper gets used to construct and maintain this "grid" no matter how strictly defined, and further copper should not be underestimated as a critical product (link) of modern economies, maybe right up there with oil. That's why I keep harping (almost alone, and ad nauseam) on the Train Wreck effects of running down to critical levels:

Grid: A system of interconnected high-voltage transmission lines and power-generating facilities that allows bulk-power suppliers to share resources on a regional basis. This system provides emergency generation and transmission.
