I have a different take on Bush. When he is talking about a subject were he knows something, he is reasonably articulate. I've heard him talk about baseball and he doesn't hesitate and fumble over his words.

When he speaks in platitudes or uses conclusory statements, he still sounds ok. Of course those statements have no meaningful content. In the 2nd debate, he frequently resorted to that type of nonsense.

But when Bush talks about subjects were he is out of his depth, like war or the economy, the stumbling, fumbling Bush appears. I think Bush using arrogance to mask his incompetence is the most likely cause of his altered speech patterns, as opposed to him suffering from organic brain damage.
