No, I don't. KLP insists that the bigger the pool, the lower the premiums so presumably premiums would go down rather than up. That's not at all clear to me given that we have a very big pool already. There would be additional administrative costs given the overhead of selling to individuals rather than homogenous and capitve employee groups but the program could assess that cost against the individual buyers rather than take it from the taxpayers or add it to the premiums for federal participants. So it wouldn't necessarily cost anything. I would assume it would be pay as you go. There's no justification for making the taxpayers pick up the tab.
