There were a couple problems with the sanctions:
1) Saddam was using the corrupt UN-run oil-for-food program to bribe world leaders to get them lifted. So they were temporary. Geez, you had UNSC members making forbidden deals with Saddam, even arming him.
2) The sanctions were a major PR disaster for the US. The world was told the sanctions were killing a half million Iraqi children and it was all the evil US's fault. Osama even mentioned this as a supporting cause for his fatwas.
