We were fortunate Bush was wrong, else the terrorist would have been able to get the real deal after bush bungled securing even the arms dumps. Maybe bush can use that line.

This is a very serious matter if any of that material has made it's way onto black markets where terrorists or nations yearning for a nuclear hammer can buy it.
