The last time I checked, the Senate (of which Kerry and Edwards are members) had to pass a bill before it became law. If my reading of the Constitution is accurate, after it passes both the Senate and the House if the President signs it, it becomes law. Has Bush vetoed anything addressing this? Congress could have overridden if he had.
