On the contrary, the first gulf war was a trememndous success. The trick was how to build on that success. In that respect we failed in the years after the war. The failed Iraqi "uprising" was a tragedy. The failure to get a peace deal between Israel and the Palestinians was a tragedy. The failure to develop a meaningful relationship with Muslim countries was a tragedy -- as was the failure to identify the causes and potential consequences of terrorism and nuclear proliferation.
