St Petersburg, has always been, and still is, a special case of Russia.
(maybe, soon, a special region of EU)

That obviously, also in-in-in-directly includes the rest of Russia.

Anyway, poor little drugstore daughter.

PS, For example, St Petersburg is said to be built on more bones than any other city, but also one of the most strategic important cities (until the oil-delivery-dilemmas from Murmansk to USA are solved)

But the result is pretty good, in terms of future tourism (but one need to be a little street-smart these days).
