Perhaps a president that is a bit less resolute. Bush made up his mind to go to war with Iraq, before he had evidence of WMDs, (which, of course, never appeared before or after the invasion). He remained inflexible about changing his war plans, despite the fact evidence was mounting in the lead up to war that Iraq was not posing the threat to United States everyone originally thought. I mean, the man appears to have tunnel vision.
