You cannot be a Catholic and actively work to keep abortion legal.

You can if the Church lets you. Sort of like "past practices" in labor law. If the Church doesn't kick out those who don't support its tenets, it's effectively discarding them. Abortion has been legal for a long time now and I haven't seen any mass ouster of alleged Catholics.

He is condemning them for not using their office to promote making abortion illegal. Voting in favor of abortion...

I know that you know the difference between failing to promote making abortion illegal for people of other religions and favoring abortion. The two are too readily conflated.
