There is no doubt they will honor their present commitment but your correct going forward that it would be another deal. I was in under Carter and then Reagan. Ronald made a huge difference immediately in how we felt about ourselves and how we thought the country felt about us. It was immediate.

I would expect Kerry would have an immediate effect also but in the opposite direction.
