The Duelfer report said Saddam intended to restart his WMD programs as soon as sanctions were lifted and he was well on the way to getting them lifted via his campaign of bribing world leaders using the corrupt UN-run oil-for-food program.

When sanctions were gone and new WMD's were built, what would we have done the next time he moved against a neighboring country?
