What is the difference? That the second person says he is acting according to God's will, so maybe he's hearing voices and is otherwise unhinged?

Do people think George W. Bush is unhinged when he says that liberty is a gift from God? Or that Jefferson was unhinged when he said that all men are created equal, and endowed by the Creator with certain inalienable rights, among those being life, liberty, and the pursuit of happiness?

I can't think of any secular reason to ban federal funding of embryonic stem cell research. It's purely religious/moral/ethical. As is the ban on federal funding of abortion. Accommodating religious points of view is not an easy thing to do in a secular society, but neither is it wrong.
