You don't seem to get it. The Clinton Administration also thought that stockpiles were there, and that the regime was actively seeking a nuclear capability. Thus, there was no question of Bush's people making it all up, it was the consensus of the intelligence community. Furthermore, even the Clinton people did not have faith in the long term efficacy of sanctions, which is why they made regime change a goal of our foreign policy.
