Smaller data set. If the US can be said to have an empire, it is more of a hegemony, the income disparity needs to go on for a while before that happens. The other factors become prominent long before.

Ever been to Germany? In the cities where I've been, there isn't a bad part of town. While some places might be more run down than others, there just isn't a place where you would be afraid to be outside after dark. Or stop at a stop light. Even in the largest cities. What US city over, say 250,000, can you say that?
