Nope, GW didn't. However in January of this year he gave an order as CIC that all his records would be open. Opens everything, not just what the form 180 opens that Kerry won't sign.

The Associated Press is one of the media organizations that have active lawsuits in federal court still in this matter.

They filed suit in the summer after a statutory amount of time had passed on their FOIA request for the records.
