Any country that can make medicine or washing machines could make weapons. If the neocons dream is to keep most of the world so ignorant that they will not know how to make weapons which have been around some 60 years and are based on 100 year old technology, well that dream is in for a rude wakeup. The genie is out of the bottle. Peace and security in this world will come from international laws and institutions forming a series of checks and balances on the actions. Hoping that the rest of the world remains ignorant and yet can still be a trading partner is the dream of fools. TP
